I think that hole is some sort of vent for the process when they are encasing the steel frame of the wheel in plastic.

Soak the joint area in something, wind on as much load as you dare, then use a 2lb steel hammer or the like to hit the centre of the puller which will drive the centre of the steering tube down a little - that should do it.
