That is the same size as my garage (24 x 28). It is a workable size, it dosent matter how big you build, its never big enough. I live in Vermont and I did what you propose for the foundation and it has worked well. If drainage is an issue, use plenty of stone and run a drainage pipe to daylight if possible. Without pretending to be an engineer, I would use 4 pcs. of #4 rebar. I used steel mesh in the 4" slab. I have had my backhoe in there without any problem and that weighs twice what a PW weighs. I was on a pretty tight budget when I built it and came up with a method which worked well. I ran my framing on 24" centers and used flat steel strapping run in x's on each wall to hold them square. then wrapped with typar and then ran roughsawn (cheap) 1x6 hemlock horizontally on 24" centers. Covered this with painted steel roofing panels. This cost less than any other siding I could come up with and it is no maintainance and I like the dark green. I ran an I beam down the middle to carry the upstairs floor and not have a center post. Also allows a trolly and chain hoist. This is attached to my business, about a 4000 foot woodshop, but it is my favorite place to be.
