230 with stuck valve

need help with how to unstick valves. engine has been sitting for 20 years . took the head off. soaked everthing in kroil , everything was working put the head back on ,left it sit for a few weeks went out to start it and it runs but 2 intake valves are stuck again. i took out the plugs and poured more kroil in again and have waited a couple of days. any ideas without taking the head back off? thank you
