I believe that the fuel gauge measures resistance of the sending unit to ground, not voltage. I think 5 volts is too low, so I would check to make sure that the gauge is properly grounded. Look back in Military Vehicles Magazine several issues (or many) ago. Steve Turchett wrote a very good article on fuel gauges.

According to the wiring diagram on my WC53, which uses a single wire from the sending unit (2 terminal gauge) and one wire is hot (from ignition switch). Although the WC53 is 12 volt, there is an external dropping resistor to reduce the voltage to 6 volts.
