Very simply, all you need to do is go on line and retrieve the small claims court documents to file a lawsuit. You would include the cost of your deposit, and airfare and any other legitimate monies you spend in the suit. You can file via certified mail, and he can be served via certified mail in most states, and you can usually testify by absentee, meaning that you write down your situation, explain that it would be a further hardship to return by plane to testify. In other words, he can make the suit go away by returning your $500 now and you dismiss your suit, or you go to the courts and sue him for $1,200 (or whatever your cost was) and he would lose over double the amount.
Lastly, you should issue feedback on Ebay for the seller. Be truthful and accurate. Then you file a complaint with Ebay although since you tried an endrun around Ebay they won't do much to help you.
