I have seen a couple of CDN ex military Dodges and Fords up here that were "blackout" models with painted trim. All they did was paint OVER the chrome trim. Given enough time, and heat cycles, the paint peels or falls off leaving chrome trim once again. It almost seems that if one or more civilian paint jobs are applied over the original military one, the resulting thicker paint comes off even easier. The paint on the truck in the photo looks like it is pretty thin elsewear, so maybe the emblems were painted at one time. J.V.L.
