LU-2 Questions

Over the weekend, Jill and I got the PTO and LU-2 winch opperational on the PPE. Other than the fact that the cable is shot, shear pin is replaced with a bolt, and the input seal is leaking, it ran in and out and the clutch worked ok.

My question.......

Should the drum move at a constant speed (no stopping and starting while the input shaft turns) when the tran. is in reverse? The winch would stop and start with no audible noise other than the worn out poly 318 chugging along on no oil pressure. Should I be concerned about this? What do you think is the proble?
