According to two manuals I have, both pertaining to the 230 cid flathead 6, the oil line coming into the upper part of the filter housing should come from the oil passage that runs lengthwise along the entire length of the block. The line coming out of the bottom of the filter is shown to be going to the port in the block, just above the pressure relief valve.

One manual even has arrows to depict the direction of oil flow, and it clearly shows that the upper line is the inlet line into the filter, while the lower line, coming out the bottom of the filter, is the outlet line letting oil out of the filter.

One of the manuals I'm looking at is TM 9-1840A (Army) also numbered as TO 19-75B-15 (Air Force), and the other manual is TM 9-810. The first one is entitled, "Ordnance Maintenance - Engine (Dodge Model T245) - Clutch (Borg & Beck Model 11828)" dated June 1952. The other manual is a 1-1/2 ton 6x6 (Dodge) manual, dated March 18, 1943.
