For the rescue truck, you might want to try your state Dept Nat Resources. In Michigan the DNR is currently getting the Chevy Military 4x4 pick-ups for the Fed Gov. and "loaning" them ti the FD's for free. I've seen a few of the Chevy Military Ambulances in the DNR's lot in Lansing, MI. If one of the Military pick-up ambulances will work for what you need then maybe you could "borrow" one and let the feds foot the bill.
