The Dodge truck build cards are locatable by vehicle serial number. If the cards show the original paint color of the vehicle, then that is probably why the factory instructs the dealer to list the VIN when ordering painted parts, so the factory can look up the color on the build card. The "Budd" tag number is not the VIN, so presumably would not be sent to the factory when ordering painted parts.
