I believe as follows:

The numbers in that plate are those of the cab manufacturer, one of the Budd companies, likely the one in Detroit as opposed to the one in Philladelphia. I don't have the full Budd company name or location handy.

The first two digits are the year the cab was designed, so your cab was designed in 19"51" and manufactured until the next closed cab design change.

The second two digits are the type of cab: flat face cowl, cowl and windshield, or closed cab. "83" should be the closed cab number.

The numbers after the dash are the production sequence numbers, so yours is the second (002) 1951-designed closed cab built by Budd.

I don't think these are color code numbers because all the WW II Dodge military trucks had similar tags with different (earlier) numbers based on cab design year (40, 41 or 42), cab type, and production number, yet all those military trucks were painted the same color: olive drab.
