They probably are not over the 25000lb limit.
My friend has a 94 Frieghtliner semi tractor he pulls his enclosed trailer/race car with. He has it licensed and insured as an RV but still has to stay within the 25000lb limit. There's a gray area in Kansas here on having the air brake endorsement on your license. He also cannot carry much racing fuel to get by the haz mat stuff as well.
