Sealed Power make good parts. It's important to use reputable parts when rebuilding otherwise all your labor is a waste.
$1100 seems like a lot of $$ for parts but it's easy to phone around & check prices.
There is no way to tell if boring .060 is necessary without measuring but if you don't trust the machine shops advice I suggest you find one you trust.
I believe .060 is as big as you can bore a 230 so it will likely be it's last rebuild unless you're going to resleeve the engine again.
Plan on spending $2000 for a good rebuild. It may even be more but that's an average figure to have someone do the job for you.
