I just finished Robert Glennon's book "Water Follies". It was published in the spring of 2002. He mentions two paragraphs on the Jarbridge controversy as an example of the resentment locals (especially Nevadans)have for federal government control.
It is a very brief mention. The whole of the book is about how we are on the verge of a nation-wide water disaster due in most cases to greed and denial of our overuse and abuse of fresh water
