Don't know if you got the cherokee towed or not, but the local rental shop didn't want to rent me a tow dolly either for the same reason (bumper hitch). I need to tow my honda and after speaking of it for a while, I convinced the guy that my bumper was plenty stout and the honda is light. So maybe you could go to a different shop and tell them you're towing a rice-wagon rather than a cherokee.
