Starter Rebuild Question.

I was about to rebuild the starter for my 1957 FF. It does not have a starter solenoid on it. When I took a look, it appears that the starter gear is always engaged. When I took the starter apart to see what was up, it appears that the shaft that the gear slides on was modified (or factory?) so that the gear does not go to what I think is a disengaged position(1 1/2"). You can move the gear back about 1/4", but thats all.

I am afraid this small movement wont be enough to disengage the starter when the motor fires up.

Any suggestions on what I am looking at???
