Look under Buy & Selling for Block Bidder List, you go there and type in there eBay name. On the Sellers Accounts look at "Request Finel Value Fee Credit" there will be a "remind your bidder to pay" then you can file a "Non Paying bidder report" and get your "finel fee request" amount paid to sell the item back and they get a bad mark on there name and a few of those can get you kicked off of eBay.
