Rear shocks were optional, evidently yours didn't get them. If you want rear shocks, you could either get the brackets from VPW or else just weld some brackets on the axle tube (MIG, if possible) and frame. You could use 1" bolts for humoungous Monroe truck/bus shocks that fit stock PW mounts or else smaller bolts for simply normal HD pickup shocks.
