Don't worry. As soon as the shoe touches the drum, the pressure will rise ever so slightly. This will allow the other shoe to move.
The reason for the differing size wheel cylinder pistons is to reduce the trailing shoe's "self energizing" tendency which is typical of drum brakes. (willingness to lock up)
Some vehicles used a shorter shoe lining on one shoe to accomplish the same effect.
Be sure to adjust them properly. Including the lower pivot.
