Positive ground was a very common arrangement on older vehicles including Power Wagons. "Hot" is only reletive to the opposite pole of the same or other battery. A DC electrical system can't really tell the difference between positive and negative ground. Bulbs, fuses, horns, and starters work just as well either way. Jump starting becomes more exciting when one vehicle is positive ground and the other negative - they must not touch their bodies together or you get a big arc.

You can convert from positive to negative ground, and this is often done as part of the conversion to 12 volts. Vintage Power Wagons will even sell you a nifty "kit" that has all of the little items that you will need to do this, saves a certain amount of rummaging around for bulbs and other dodads.
