I often run into this stuff when I am restoring old mills and Lathes made in the 20's and 30's. In this case it is a primitive form of Bondo used to fill imperfections in the casting surfaces before painting. I have never seen it used on vehichles however. You can bet it isn't user friendly. I would call out the sandblaster folks and let them have at it.
