To my knowledge, the booster is a vacuum actuated assist for the brake pedal. By that I mean, it takes less effort to depress the brake pedal with a booster. You gain increased brake pressure insomuch as you can push the pedal further, thereby applying greater hydraulic pressure to the brakes. All of this is possible w/o the booster, you just need more muscle to do it. As far as the poor brake problems, I have seen pictures of a guy who installed a lever (akin to a 2nd parking brake lever) to push the brakes on his Land Rover. Rover brakes are about as good as PW, and bleeding them is a nightmare! He was the original owner, the vehicle is a 1950's vintage and the photos were taken last year, so presumably, he's lived to tell the tales of bad brakes.
