Could be a stuck float valve causing excess fuel to flow into the carb. Also check to be sure the float valve has a good seat and shuts off completely when the float is fully up. The float could also have a leak, causing it to fill with fuel and ride lower in the carb, thus not letting the float valve shut off completely. I wouldn't mess with the carb adjusting screws until I checked the float valve system first.
