If your tail chain breaks, you loose control of the load being winched. If the winch drive shaft shear pin breaks, the internal winch brake band might keep the winched load in position. Even though it is slightly more difficult to replace, you have a far greater chance of keeping your load under control by having the shear pin instead of the tail chain be the weakest link.
