The FLA (full load ampere) rating would make it a 3 HP. The motor can be wired for 115V or 208-230V supply. There should be a wiring diagram on the motor or under the cover of the wiring junction box on the motor. I personally would put it on a 230V, 30A circuit by itself using No. 10 wire. I also like to locate an air compressor outside the main shop area. Perhaps in a side room or outside under a small shelter. Two reasons for that, less chance of someone being hurt if the tank should fail and if you do any painting with it you don't want it in the room where the highly flammable paint fumes are. The motor does spark whenever it starts and stops. Also, please don't even think about using PVC pipe for air line. When that stuff fails it shatters and sends pieces flying everywhere like shrapnel. Oh yeah, don't forget to check that tank and enjoy your find!
