I once located the last registered owner of a Dodge pickup left behind a local business. I contacted the CT DMV and they sent me a form to fill out with the VIN number and any other info I had from the truck. The cost was around $20.00 and it took a couple of weeks but I received the owners name and address. I sent him a letter and he called me and said he had sold the truck a couple of years earlier. Turned out the business it was left at was also owned by the purchaser of the truck. He skipped town and left everything. This was probably five years ago but may still work. Try going to the CT DMV website, I think you can order the form from there. Hope this helps.
