Make sure the timezone on your pc is set right. We had this recently on a couple of machines and no one anywhere (from the isp, site host, and all the way to Microsoft) could figure it out, it was by chance someone noticed it, set it correctly and bingo, the site we were trying to get to appeared instantly.
