Interesting. I would lean towards "B" or "C", but I know for sure that it is an original item. All 5 early trucks I have owned have had this plate. All 5 are/were WDX to B3PW models and equipped with the original ET1-E7S1 style carburetors with the integral governor. Both the gaskets above and below are slotted to connect the carb vacuum port to the manifold. The plate has holes through it that line up with those gasket slots. This all takes place below the throttle plate in the governor, so it would in essence be "manifold vacuum" that the carb is receiving from tapping into this location?

I will look into it some more and see if I can come up with some part numbers. Will also see if I still have a spare set and can get some photos.
