Well after buying a second fuel pump, I had two new fuel pumps (one AC, and one Carter), and 4 used fuel pumps.
All felt the same, no real pressure when pumped by hand. None pumped fuel by hand.
I installed the AC, and it worked just fine, so as far as I can tell I will have to mount them to test them in the future.
Anyone else have a better way??
