The trucks made during the war are called "blackout" as all the chrome and stainless trim was replaced with steel parts, no shine, so blackout. Get it?

All Dodge trucks 1941-1947 got the cowl lights, and the handles are just what Dodge had laying around that would fit, and did not need chrome.

I think it is the same handle as is used on the 3/4 ton closed cab WWII WCs (like the Carryall).

As for value, who knows? Less then $1,000 most likely less then $500, maybe no more then $100, as these trucks are not that popular.
