If the filter element does not want to come out, then the inside of the canister is probably rusted from moisture that has condensed in the oil. The cloth material of the filter element is probably deteriorated and has become one with the rust. I would remove the whole assembly from the truck, only 2 oil line fittings to loosen, then you can unbolt the whole assembly from the engine head or loosen the strap around the canister that cinches it up to the bracket, and remove just the canister with element. Get it on a work bench where you can fully drain it and clamp it steady with a vice. It may help to try and soak the element with your favorite penetrating oil. In any case, you may end up digging the element out one small piece at a time. There is not much metal to it, mostly just cotton and foam or maybe sissle fibers if it is real old. Since you have the whole assembly removed from the truck, if you find rust on the inside of the canister walls, take it and have the inside bead blasted clean so the next filter will not stick so bad.
