Duramatic Hubs

Been soaking the lock-out hub's(just one side) for a couple of weeks now and one of the cam's is frozen in the lock position.
I'm not sure IF I want to apply any heat to it in fear of doing more damage than good.
Any help would be greatly appreciated.
