Just accept his check, take the check to a bank & tell them to call you when there is no chance of the cashiers check being cancelled. I believe it can take 10 days for a cashiers check & up to 30 days for a personal check. At that point you release the vehicle...simple.
I run into this all the time being in Canada & conducting the majority of my business in the US. It's odd the banks can't work together a little better with things like this.
Scams only work if you allow yourself to be scammed. If it's a scam, when you suggest this plan to the fellow you won't hear back from him.
