The way I read the regulation is that they want no notches or gaps or cuts in the "flanges". This is what weakens the frame. The flanges are the top and bottom horizontal parts of the frame. (The vertical part is the "web".)

I would not be afraid to cut the frame and shorten it. Bevel the cut through the flange and web, put plates on the inside and make a full penetration weld. It is critical to have a good welder who welds for a living and has AWS or ASME certs.

You could also consider boxing the inside to make it extra strong.

PS My dad has taken several single axle truck tractors and added lengths of frame to them and a tag axle to make a tandem axle tractors.
