That means not to drill, heat, weld, etc. if you are leaving the rear axle where it is, because the torque would start to weaken the frame between the axles where the modification took place.
If you are moving the rear axle forward (shortening the frame, overall) then there is no problem. For one thing, the frame, being shorter, will have less tendency to flex. Secondly, the support point will be right where you drill, so again, no flex problem.
