One thing to remember about frame rivets, is that they are rivet's and are press fit in.
You cannot achieve this with a normal nut/bolt & Lockwasher. Yes rivets are weak overall and especially in pull-out situations. They are strong in shear(vertical) and will have no play where a bolt will have some vertical play.
If you drill out the rivet holes to use nominal bolts, drill only as big as req'd to get the bolt in. The less play between the bolt and the hole will benefit you.
