In order to remove the outer axle seals the bearing do have to pressed off the axle shaft. I have never done it and have always sent it to a machine shop to get it done. Plus the bearing usually gets damaged taking it off, so they may have to sell you new ones. The special tool you need is like a collapsable "T" that fits onto the end of a slide hammer. I know up here in Canada you can rent them almost anywhere. Even Napa rents them. Are your axle bearings noisy? Because if it was me, I would just replace the inner seals if it was leaking gear oil and the bearing where quiet. Unless it has been leaking for some time and then the grease will probably be washed out of the bearings and then you have no choice be to replace them.
