Paul probably could explain easier than me but with wet sanding it makes it easier to sand down the primer to keep the orange peel effect down as paint/primer actually comes out in little droplets when sprayed. With the water as you wet sand it gives it lubrication and keeps the dust down as well, but unfortunately you have a mess to still clean up when the water dries, you should have no problems with the base metal if you properly sealed it with an epoxy primer/sealer coat, which is just that it seals the bare steel before any body filler and a few coats of primer/surfacer are applied. Of course you must bump out all the dents/dings and any sheet metal work(rust & metal tears) before sealing it.
