windshield frame

I disassembled my windshield frame the other day to paint it and replace the glass. The frame is in very good condition, but along with having to drill out all of the screws holding the upper and lower halves together I broke one of the metal stays that hold the two have together. My questions are:
1. does anyone sell replacement stays or do I need to have one made.
2. Are the stays suppose to be welded in the frame or is it just rust holding mine in place?
