As S. Anderson said, they are tie downs for transport used on WW II 3/4 ton WC's to secure the trucks to railroad flat cars, among other things. These sturdy factory parts occasionally can still be found on a WW II Dodge, often raised to rest parallel to the frame rails. I doubt they were ever issued by the factory for use on civilian Power Wagons. The one in the photo appears installed backwards, as the loop should face away from the frame and not go underneath it.
