steering fluid question

Steering housing is low on fluid. Dodge manual says use 90w low cold test fluid gear lubricant. Is that the same as the gear lubricant you would use in a differential like valvoline 85-90w at NAPA? Also can anyone answer my tailgate question on previous forum - its better to be first like Todd Wilson than last on the forum
