From a engineering standpoint, the best place to anchor the A-frame to the frame is,
over the axle or the area between the front and rear of the spring hangers. This is the strongest load supporting area for the downward force of the weight. You will rarely see the frame cracked or broken in this area, but will see it ahead or behind the springs. The added ridgidity of a steel flatbed and the method of securing it to the frame will give a wider possible area of mounting the A-frame while retaining structural strength beyond the spring area
This is just my personal opinion based on my person experience and what I understand.
