coil question on M-37 that won't start..con't saga

I changed the points, they did look bad so I thought I had found the problem. No dice, still won't start. When cranking with ign on, there is no visible spark across the points.

Now, I don't get any voltage at the minus terminal on the coil, but I do on the pos side. Before, I thought I got voltage on both sides. Does this at least indicate that the filter on the bottom of the distibutor (square piece held on with four screws) is ok?

Where should I be getting the voltage reading (with ign on) off the coil, from the pos or neg terminal or both?

Thinking I might as well replace the coil, I took one out of spare parts distributor. With that one in place, I could not get the distributor cap to fit tight. Looking more closely at them, they are not exactly identical. Has anyone run into this problem??
