Dan, They may well be mounted correctly but they could be stuck in free wheel mode internally. The quickest way I can think of to trouble shoot the problem involves removing the hubs and checking for a broken axle. With the T-case in 4wd and the truck in gear , twist one axle and have an observer watch the other side. It should turn the opposite direction. Also have your assistant hold the axle shaft fast and check to see that there is resistance when you turn your end. If you have a solid connection side to side,then one or both of your hubs are free-wheeling. With a 70 you may be able to stop the axle turning without removing the hubs but be careful not to damage the U-joints. That's my two cents worth. RDT
