ANy auto parts store will have a digital volt meter setup to buy. Usually a voltmeter,tach,dwell and resistance (ohm) meter all built in.
Get a total advance timing light and a vacuum gauge.
Surge and bucking sounds like a vacuum leak/carb issue.
Are you using electronic ignition or an old points type setup?
