2 1/2 ton Question on Axle

On a 2 1/2 ton 6x6 with 2 rear axles did they make them so you could shift one into free wheel or did both back axles allways drive the truck? Also is a 15,000 lb load of water including the tank and pump (1500gals) to much of a load for this type of truck? A guy was wanting to sell one but I was concerned about the load with a full tank of water on the axles. Thanks, Mark H.
