I was experiencing the exact same thing, until today. The shop manual and some of the advice here, said that there was a problem with the MC. The manual said that there was three possibilities. 1) improper lining, which I ruled out. 2)Restriction in by-pass port of master cylinder, which I suspected. 3)improper shoe adjustment, which could be, but the advice on the forum still pointed me first to the MC. I rebuilt the MC and it works great. I don't know if it was a clogged by-pass or swollen piston cups, but since I had the MC out I rebuilt it. I did do a thorough cleaning of the MC and also when I was bleeding the brakes I more or less replaced all the brake fluid. I used two quarts of brake fluid. Hope this helps.
