The Brake shoes are the same leading and trailing, tho the pistons in the wheel cyclinders are different sizes. I saw this problem posted on the m-37 board quite awhile back (several generations) and seems like the answer was that the adjustment of the pedal (at the master cylinder), was too tight. The master cylinder MUST release all the way. Seems there is a port that lets off all residual pressure, and if the piston is not allowed to travel all the way back, it will build pressure.

Been awhile and was somebody elses problem so I'm not sure I've got it exactly right, but I would look there, and adjust it per the manual.
