My guess would be either of the following:

guess #1 glass setting tape-used to cushion glass in steel frames. This is a rubber/fabric material non-sticky tape.

guess #2 silicon or someother sealant-used in place of glass setting tape. This sticks to everything and get harder with age.

The windshield frame is hollow and water gets inside. These frame also rust out due to age and the ability to collect water.

Be very carefull and use a rubber mallet and wooden blocks to tap the frame to loosen the glass.

The windshield frame is worth more than the glass. Any auto glass shop can cut glass for the windshield. Both Roberts, Midwest Military, and Vintage Power Wagons sell the rubber gasket that goes around the windshield frame.
