rusted frame

I got a 1954 C 1 PW and got everything off the frame and noticed that there's alot of rust on the 2 rear cross members infact rust got between the frame and crossmember and popped one of the fractory pressed rivets. I also have alot of rust between the double frame rails on bothsides. It's only rusted from the foward cab support on back to where it ends foward of the rear spring supports. Any suggestions would be very helpful.
